For the sake of speeding the development of Beijing CBD culture media industry, Beijing CBD Administrative Committee will focus on the following tasks:
Speed the construction of infrastructure to provide a better hardware environment for the development of the culture media industry.
(1)Insist on promoting the removal work according to law and ensure the projects like the project of the new location of China Central TV go smoothly. Stick to the "People-oriented" Principle, give full play to the government's functions like supervision, coordination, administration and service, carry out the policy propaganda work, properly resolve the removal contradiction and actively promote such important projects as the project of the new location of China Central TV and the removal work of the road construction within the CBD area.
(2)Speed to promote the road construction and make a convenient traffic system. Based on the CBD planning, the traffic structure planning, public transport network adjustment planning and intelligent traffic planning all have already been completed. Up to now, the finished constructions include the Chaoyang road, Chaoyang north road and the east part of the Jiali north road. The 16 roads with the length of 12.188 kilometers like the Huitong river north road and west Dawang road are under construction. The 8 roads with the length of 5.839 kilometers of 2006, 18 roads with the length of 6.821 kilometers of 2007 and 11 roads with the length of 4.848 kilometers of 2008 will be expected. Upon completion of such plans, the CBD network traffic system will come into being.
(3)Gradually implement the planning of underground space and sight virescence and beautify the environment. According to the planning of CBD underground passage, an underground passage, which connects subway stations with public transport stations with the length of 5400 meters, will run through the whole CBD area before 2008. The underground passages from Yintai Center to Hanghua Mansion and from Central Plaza to Yintai Center will be completed within this year. At the same time, there are ringlike virescence system, two virescence axes and four topic gardens in the CBD planning, which form the CBD virescence system with the virescence rate of 10.5%. Presently, the design of CBD west axis sights has been finished, the construction of which will start in 2006. The construction of the three topic gardens will be completed before 2008.
(4)Actively carrying out the work of the coordination of project construction and the city administration to build a better external environment for the development of the industry. Continuously promote the constructions of such important projects as the projects of the new location of China central TV, China World Trade Center - Phase III, Beijing Ritan Middle School and Core Area- Phase I. By combining with the project construction, speeding the construction of urban gridding administration information platform to improve the road traffic, car parking, city environment, secure production and social security within the area. Depending on the "digital CBD" project and combined with the construction of the intelligent Traffic Command Center, construct the secure control system for the CBD high-rise buildings and create the "secure CBD"
Further improve the software environment for investment service and guide and promote the healthy and orderly development of the culture media industry.
(1)By combining with the "1th five-year plan" to lay down the development plan for the CBD culture media industry. According to the spirits of the district committee and government and the requirements of the "1th five-year plan" and combined with the construction of three functional districts and the overall planning of the CBD functional district, draw up the planning for the CBD culture media industry to promote the continuous and healthy development of the industry and provide the service for creating an open, comprehensive, multiple and international CBD media industry.
(2)Pushing forward the policy study of the culture media industry. The convergent development of the media industry needs the support and guidance of the government public policies, and sticks to the combination of policy support with market-oriented operation, so there is need to publish the material policies as soon as possible to construct a better environment for development, actually develop the convergent effect and form the culture media industry system.. By compared with and taking advantage of the present policies in the economic and high technology fields, such as establishing the green passage for the culture and media enterprises to enter the CBD area and providing "tne stop service" to facilitate the procedures for authentication and examination & approval of enterprises; giving some house purchase/rent subsidies to the culture and media enterprises which newly established or moved into; helping the senior managerial and scientific & technological personnel of the important media enterprises register a permanent residence in Beijing and resolve the problem of their children's school entry. Additionally, there is need to consider the relations between the media industry and the finance, trade and communication industries and conduct the policy supporting and coordination of the relevant industries. Make great efforts to innovate on the administrative mechanism and advance the service level of the government.
(3)The development of the important projects and districts will drive the convergent development of the culture media industry. Firstly select the important projects and districts which have the strategic and basic meanings for the development of the CBD culture media industry, give them major guidance and support and set them as an example to push forward the convergent development of the culture media industry of the whole area. For instance, the Orient Meidiya Center, which is adjacent to the new location of China Central TV, is the office-building project especially for the media industries, and recently, Asia Media Forum, Rongchang Propaganda Company and NUCOM Media Group International (Beijing) Co., Ltd. signed and moved into in succession. World Trade center located in the east of the CBD area has the Asia's first and world's second electronic dream canopy which is just next to that of America Las Vegas. Some plane media enterprises that are high qualified and have great influence, like Fashion Magazine, will move into. By guiding and supporting the development of such important projects and districts, more and more international and domestic broadcast, TV, film, news, album, publish, advertisement, fashion, release and propagate industries will gather together here to drive the CBD area to develop into the service center for the media enterprises on the culture innovation industry chain, the information exchange center for the media industry, the trading center for the film & TV products, the exchange center for the media talents to become the supreme headquarters for new Beijing's media industry for the Olympic Games Period.
(4)Strengthen the cooperation with the important industry entities and promote the element convergence of the relevant industries. For instance, visit some world famous culture and media enterprises like CCTV, Beijing TV, People Daily, Viacom Outdoor and European Broadcasting Union, strengthen the communication and exchange with them, find out the needs and opinions of the enterprises, enlarge the market scale and stretch the industry chain.</P>
Build the platform promoting the industry and integrate the resources in many ways to promote the convergence of the culture media industry.
(1)Construct Beijing CBD International Media Chamber of Commerce at the right moment. In order to strengthen the communication and exchange between the government and the media enterprises and provide better services for the development of the district media industry, we should, base on the further acquaintance of the district culture industry resources and the close relationship with the media enterprises and under the mature conditions, attract the international and domestic famous enterprises, units and economic groups which are engaged in media activities in or surrounding the CBD area to join in to form a non-profit and non-government social group---Beijing CBD International Media Chamber of Commerce with the purpose of providing an exchange, investigation and cooperation platform for government, education, commerce and industry ; providing the professional services for the extensive economic cooperation between the government and the enterprises, the media enterprises and the non-media enterprises, and among the media enterprises. Make the international outstanding media talents and enterprises gather together and establish the central status of Beijing CBD international media to push forward the development of the entire media industry.
(2)Strengthen the interaction between the culture media industry and the finance industry. By taking advantage of the resources of Beijing CBD Finance Chamber of Commerce and Beijing CBD International Forum, we should integrate the work of such institutions and Beijing CBD International Media Chamber of Commerce, give full play to their respective advantages, effectively promote the healthy development of several platforms to provide the supporter for strengthening the interaction between the enterprises and the industries and the core competition of the CBD area, such as organizing the project recommendation between the media enterprises and organizations and the finance enterprises, the project development units and intermediary service agents within the area, improving the multiple capital markets to further drive Beijing CBD finance industry and culture & media industry to form the industry chain and value chain for mutual support, interdependent integration and interactive development.
(3)Strength the relation with the municipal and district departments like Beijing Development and Reform Committee, Beijing Propaganda Department and Beijing Foreign Culture Exchange Center. From the aspects of industry distribution, development strategy and foreign successful experience use, increase the support and guidance to the development of the culture media industry, consider the establishment and improvement of the media industry chain, strive for more resources for the development of the culture media industry, and build platform, cultivate market, improve atmosphere, make a concerted effort and have a look towards the world stage to create Beijing CBD international culture and media center which can lead the times..
Enlarge influence, increase propaganda and promote international influence
(1)With the help of the "Fourth One Platform" strengthen the propaganda. For instance, through Combined with "China Advertisement Top" which will move into the CBD area in 2007, unite Rongchang Propaganda company which continues to be the champion as the advertising agent of CCTV for successive three years to develop the advertisement exhibition; cooperate with Time Warner for the premieres of blockbuster movies and the international and domestic good movie exhibitions; Cooperatively scheme with the world famous "Fashion" magazine for the fashion illustration exhibition; cooperate with China Media University to jointly develop the human resource training exchange; carry out other various trade shows and exhibitions to promote the further prosperity, convergence and development of the media industry.
