2006 is the first year for a start of the whole Eleventh Five-Year?Plan and realizatino of leaping development, also the important year for improvement of CBD. As CBD Management Committee says it will consolidate the existent achievements and stick to the general construction aim of Three modernization and four districts to guide plan development,speed up infrastructure construction, constantly optimize development environment for all-round industry development and strength in core competitiveness and regional radiation effect. Grasp the main points and exert utmost to do well the six tasks as follows.
1. Carry Forward Relocation in Accordance with Law Steadily and Consistently.
We will stick to the principle of "the people first" play a role in governmental supervision & coordination and management & service function, do a good job of publicizing the policies, positively discuss the relocation means of property ownership exchange, attempt to establish and complement the guarantee system of total minimum sum for relocation compensation, avoid any dispute by every possible means, positively carry forward the key projects such as the new address of CCTV and the relocation task for road construction within CBD to guarantee the smooth development of the key projects and road construction. Meanwhile, we still make great efforts to accomplish the relocation task for greenbelt construction within CBD.
2. Accelerate the Construction of Road Traffic System.
We will continue to complete the left road construction in 2005; will complete eight roads planned in 2006, including South Extension Line of Dongdaqiao Road, Western Sector of Guanghua Road, Eastern Sector of Guanghua Road, Southern Sector of Jintai West Road, Middle Street of Guanghuaxili, Huanghua East Road, Langjiayuan Road, Ritan Middle School West Road. And we will cooperate with the party concerned to push forward the construction of Tonghui River North Road, Chaoyang Road, Xidawang Road with aim to formulate a grid road system in CBD at the end of 2006, i.e. Jintai West Road, Xidawang Road, Zhenzhi Road, East Third Round Road, Guandongdian South Street, Dongdaqiao Road, etc. run through from north to south and Chaoyang Road, Chaoyang North Road, Guanghua Road, Jianguo Road, Tonghui River North Road run through from east to west. Still we will positively carry forward the construction of CBD Intelligent Traffic Management & Control System to improve the traffic technological management level. Based on the refunded comprehensive land price sum of RMB2.31 billion yuan, we will continue to strengthen the coordination with the party concerned for accelerating the step of refunding the comprehensive land price sum and at the same time will develop new fund-raising channels to guarantee the infrastructure construction of CBD.
3. Make the Workable Plan for Underground Space and Landscape Afforestration.
We will start the construction of two underground passageways: Yintai to Huanghua and Zhonghuan to Yintai and try to complete it within 2006; will complete the construction of two underground passageways: Fortune Plaza to Kerry and Beijing Yintai Center to International Financial Center, finish the design for the passageways connected with Underground Railway NO.10 and exchange views with the construction units concerned over other passageways and discuss the feasibility of passageway construction; meanwhile, draft the rugulations on commerce and advertisement of underground passageway. And we will start the construction of CBD western axis afforestation, complete the design scheme, the construction drawing and the final adjusted scheme of Tonghui River North Road Greenbelt, and prepare earlier for afforestation when cooperating with Gonglian Company to construct the Tonghui River North Road; will coordinate with the development unit to carry out the afforestation of southern sector of Guanghua Road; will supervise and urge the projects along East Third Round Road and Chang an Ave to design night scene illumination in accordance with "CBD Illumination Design Guide"and review the finished design schemes and make the advice on modification.
4. Fulfil the Task of Project Construction Coordination and City Management Positively.
We will continue to carry forward the key projects such as the new address of CCTV, the Third Phase of International Trade Centre, Ritan Middle School, the First Phase of Core Area, etc. Taking the project construction into consideration, we will speed up the construction of grid city management information platform to improve the road traffic in CBD, parking lot, city environment, safe production and social security. Based on the "Digital CBD"Project and the construction of the Intelligent Traffic Command Centre, we will start to establish the safety control system for CBD skyscrapers to build a "Safe CBD"
5. Optimize Development Environment and Promote Industry Development
Firstly we will do well the job of CBD Chamber of Finance and Beijing CBD International Forum, strengthen the exchange and connection with all member units and the enterprises in CBD to improve our service, and CBD industry will be developed on such a basis. Secondly, we will exert ourselves to hold the 7th Beijing Chaoyang International Business Festival characterized by internationalization, specialization, market-orientation to make the plan and preparation in advance, with the aim to "Establish A Long-Effect System and Build A Culture-Famous Festival" we will continue to stress the propaganda for CBD through the business festival and promote the rapid development of CBD industry. Thirdly, we will do well the job of introducing CBD project units and CBD itself to the public. To build a business invitation platform for the development unit with the multinational corporation or the international financial institution, release the integretal CBD, guide and promote the further concentrating development of CBD industry, we will organize the units of ongoing projects to attract investment abroad.
6. Deepen CBD Question for Study and CBD Functional Area Plan
Based on the achievements in 2005 Industry Study, we will formulate a general plan for function region and a few items of reports, which are aimed to attach great importance to function arrangement and space structure, plan economy and society development as a whole, integrate resources and develop with a mutually beneficial basis and control the development of nearby regions.
