1. Refund Policy of CBD Land Transfer Fee and Refund Have Made A Great Breakthrough. On one side pre-paid RMB 2 billion yuan provided the capital guarantee for infrastructure construction of CBD; on the other side the capital to be used for relocation, afforestation and underground construction has been included in the refund scope to solve the trust capital collection of RMB 596 million demanded by Tonghui River Relocation Project and other issues left over by history, and to further clarify that the total sum of land price paid for CBD regional project should be refunded and since then the ?Whenever collect whenever refund?policy for land price paid has been realized.
2. The Road Network of Partial Micro Cycle Connected Effectively with the Outside Has Taken Shape First. There is a construction plan 2005 for 16 urban roads with a total of 12, 188 kilometres (including cooperation with ongoing road construction projects by Gonglian Company, such as Chaoyang Road, Tonghui River Beilu, Xidawang Road). And up to now the earlier preparations such as project registration for 13 roads in the charge of CBD Management Committee have been finished, and part of the roads have been completed or under construction, in which there are seven completed or almost-completed roads: they are respectively Jianguomenwai SOHO East Side Road, North Part of Guanghuili NO.1 Road (Guanghua Road to Tieyin South Road), South Part of Guanghuili NO. 2 Road (Jianguo Road to Tieyin South Road), Business Centre East Street & West Street (Guandongdian South Street to East Third Round Road), Business Centre NO. 1 Road (Guangdongdian South Street to Dongdaqiao East Side Road), Business Centre NO. 7 Road (Dongdaqiao Road to Business Centre NO. 4 Road), Yongannanli NO.1 Street (East Third Round Road to Central Axis Road of Business Centre ) In addition, the relocation for five roads has almost been completed and they have been prepared ready for construction by the end of 2005, and they are respectively: South Extention Line of Guandongdian South Street, Businee Centre NO.3, Business Centre NO. 5, South Side Road of Railway Mininstry Printworks and Yongannanli NO.1, in which South Extention Line of Guandongdian South Street has be started, Business Centre NO.3 Road will be started in November and expected to be completed in January, 2006 and other roads will be expected to be started at the end of 2005 and completed in April, 2006. Meanwhile, the optimum traffic organization for northwestern area has been finished.
3. Relocation has Been Carried Forward Positively and Steadily. Without destruction, without establishment. Relocation is one of the significant points during the course of city development. And the whole relocation task for CBD is so heavy that 460 hundred square kilometres must be satisfied for road plan and construction, which are quite difficult to complete, especially comparing the relatively outdated relocation policy with the constantly rising expectation from citizens. However, CBD Management Committee has finished making a complete survey on all relocation projects by means of law to carry out relocation for new address of CCTV, International Financial Center, Guorun Mansion, Windsor Avenue, ect. and now has reached agreement with 1, 098 households which accounts for 67% of tatal relocation. What`s more, six enterprises have been moved out of CBD. Now all preparations for Renovation and Expansion Project of Ritan Middle School are under progress; Tonghui River Beiluqiao Area has been formally started to relocate contracting households in which 86 ones have signed compensation agreement, taking up 98.85% of whole contracting households.
4. The First Class Development for First Phase Land within the Core Area Are Going Well. The earlier preparations for the first phase construction of the core area and the first scheme design for underground transport and necessary systems have been conpleted and the relocation notice has been announced officially. In order to sell the open land at auction by the end of this year, household survey has been carrying out and the formal relocation is about to start.
5. The Plan for Underground Space is Detailed and Workable. The plan for underground space has been approved by Beijing Municipal Government and the technology index, construction method, means of investment, etc. for each underground passageway have been basically determined and the first statistics forms for each investor and each underground passageway have been completed. And now the task to design a connetion with NO.10 Underground Railway is going on with further development and expected to start the construction of two underground passageways from Yintai to Hanghua and from Zhonghuan to Yintai before the end of this year.
6. Afforestration Plan Has Been Carried Forward Steadily. The core point of landscape plan for "City Green Belt" Scheme Design for Business Centre East & West Street Green Belt Platform Bridge has been approved in principle by Beijing Municipal Planning Committee. In addition, the Landscape Scheme Design for Western Axis South Square of CBD has been completed to improve the design and at the same time the task to coordinate with the unit responsible for collecting land on the matter of workable relocation is being carried on.
7. Intelligent Traffic and Traffic Organization Plan Has Been Formulated. Now the Workable Scheme for Beijing CBC Intelligent Traffic Management & Control System has been completed and adopted by experts. The Workable Scheme for Traffic Organization has been completed and is ready for appraisal. There are a total amount of 24 ongoing projects in CBD with a floor space of 5.7 million square metres. It is expected that a floor space of 1.05 million square metres will be completed at the end of 2005.
8. Industry Development Environment Has Been Optimized Further. More than 40 financial enterprises attended the pioneering dinner party for financial entrepreneurs of Chaoyang District, through which joining hands with 26 finincial instutitions to establish CBD Chamber of Finance and open the website so as to strengthen the exchange between government to enterprise and enterprise to enterprise. And Beijing CBD International Forum was established and held successfully in September and November respectively, thus erecting an international exchange platform for CBD. The inspiring measures in finance has been drawn up and in Business Festival the workable rent policy was granted to three financial institutions including American International Assurace Company, Ltd., for which the great attention was attracted. And in order to learn of capital absorbing and enterprise registry, help enterprises attract more business opportunities, we paid a formal visit to the units of 24 ongoing projects. 9. Modern Service Industry Headed by International Finance is Developing Prosperously. In 2005 five world-class enterprises of Fortune 500, including Nissan Motor, RENAULT S.A., Telefonica, Hong Kong and Shanghai Bank of China and FEDEX, registered in CBD, thus making the amont of registered enterprises of Fortune 500 reach 101. By the end of September 2005, the registered enterprises have reached 3, 010 , up 393 than the end of 2004, in which there are more than 900 foreign-owned and Hong Kong, Marcao or Taiwan-owned enterprises, taking up about one third; there are 39 financial institutions, which shows a concentrating trend; In addition, the first three quarters of 2005, CBD earned an income of RMB1.698 billion yuan, accounting for 13.13% of various incomes from Chaoyang District regional tax, up 15.94% than the previous year.
10. 6th Beijing Chaoyang International Festival was Held Successfully.
