Following the guiding principle to facilitate cultural creative industry by the Beijing Municipal Commission and Government, based on the requirements for ¡°building platform for media industry and developing cultural and creative industry¡± of the District Commission and Government, combining the industrial advantage, environmental advantage, talents advantage, and Olympic Games advantage of the CBD, and after over one month of preparation, the CBD Administration Commission took the initiative to integrate the regional resources and combine over 20 cultural and media enterprises within the region to set up the ¡°CBDCM¡±. On September 18, 2006, the Foundation Meeting, the First Council Meeting & the Meeting of Member Representatives were held in Prince Palace. The Deputy Director of the Beijing CBD Administration Commission Chang Shuqi hosted the Meetings. Tong Keke, Deputy Director of Chaoyang District Government and Director of Beijing CBD Administration Commission made the ¡°CBDCM Preparation Working Report¡±, approved the Articles of Association of the CBDCM, and elected the leaders of the CBDCM. Mr. Yang Weiguang, the former President of CCTV and now Chairman of China TV & Film Artists Association assumed the post of Chief President of CBDCM and delivered important speech. Several leaders such as the Director of Chaoyang District Commission under the Central Government Li Shixiang, Director of Chaoyang District People¡¯s Government Chen Gang, and Minister of the Ministry of Publicity of Chaoyang District Wang Shaofeng attended the Meetings. Participants also included concerning staff from Beijing People¡¯s Broadcasting Radio Station, VIACOM Group, US News Corporation, Alibaba Yahoo Company (Yahoo network), Beijing Youth Daily Media Group, and Beijing Oriental Media Estate Co., ltd.

CBDCM is abbreviation for Beijing Central Business District Chamber Of Media. The CBDCM is a non-profitable and non-governmental social group organization launched by the Beijing CBD Administration Commission and made up of renowned enterprises, economic group, and celebrities from home and abroad in Beijing CBD and its surrounding areas. Mr. Cai Fuzhao, Minister of Beijing Municipal Publicity Department assumed the post of Honored President. Mr. Yang Weiguang, former President of CCTV and now Chairman of China TV & Film Artists Association assumed the post of Chief President of CBDCM.
The CBDCM aims to provide a communication, discussion, and cooperation platform among governmental officials, media enterprises, and media experts; and offer professional services for the economic cooperation among media enterprises and among media and non-media enterprises; create a sound environment for the development of media enterprises so as to attract excellent media talents and companies from the world, create the position of Beijing CBD International Media Centre, and promote the overall development of media industry.
The major functions of CBDCM include policy consulting, information exchange, business investigation, talents training, international contacts, industry standards, and industry communication.
