Qualification Examination and Approval for International Cargo Forwarding Agencies Cancelled

According to the ¡°Interim Measures for Filing of International Cargo Forwarding Enterprises¡± promulgated by the Ministry of Commerce, the Ministry of Commerce will adopt the filing system with enterprises engaged in international cargo forwarding agency services in the territory of China and examination and approval procedure concerning the business qualifications of enterprises will no longer be required from April 1. This indicates that China¡¯s logistic market is further opened to the outside world.
The new ¡°Measures for Filing¡± does not set access threshold on the filing of international cargo forwarding enterprises or charge any fees, and has adopted clear stipulations concerning the filing agencies, procedures, alteration and cancellation. Previously, international cargo forwarding enterprises adopted the examination and approval system in China. Before July 1, 2004, there were total of 5012 cargo forwarding enterprises examined and approved by the government in the country, of which corporate enterprises are 2555 and branch units 2457.
With cancellation of the requirements for examination and approval of qualifications with international cargo forwarding enterprises, the Ministry of Commerce will also speed up the pace for revising the ¡°Interim Regulations on Management of International Cargo Forwarding Industry of the People¡¯s Republic of China¡±, hence strengthening market operation, protecting fair competition and implementing credit management system.
