Foreign Investors Are Expected to Operate Urban Infrastructure in Beijing Municipality

Foreign investors are expected invest on operation of the urban infrastructures of Beijing Municipality by force of law. On May 8, the Municipal Legal Affairs Office issued a draft entitled the ˇ°Regulation of Franchised Operation of Urban Infrastructure of Beijing Municipalityˇ±. Residents of Beijing may express their opinions by logging on the site Beijing-China: http://www.beijing.gov.cn.
The draft ˇ°Regulationˇ± stipulates that the scope of franchised urban infrastructure operation includes: water supply, gas supply and heating supply; sewage and solid waste treatment; tolling highways, railway traffic and other urban public traffic etc. As provided for in the ˇ°Regulationˇ±: the products or services of franchised operation items should adopt the pricing of the government or the guided pricing of the government formulated by the competent price authorities. The price may be adjusted, which still requires for examination and approval by the government authority. Moreover, the maximal term of such franchised operation shall not exceed 30 years.
