-Interview with CBD Planner, Mr. Ke Huanzhang
The city planning actually is a kind of governmental action in some degree, and the city's development is orientated by the forward looking of the proposal," said by Ke Huanzhang. As the VIP planning and operating Beijing CBD, the correspondent interviewed with him.
Beijing CBD: In 1992 when the conception of Beijiing CBD was made up, what was the situation at that time? Mr. Ke Huanzhang: According to the city's functions and developing conditions of Beijing, the concept of Central Business District was brought forth in the general planning, i.e., CBD, but at that time, the relevant governmental authorities didn't highly concern about it. In accordance with a survey on commercial facilities in Beijing conducted in 1996, we are strongly shocked. There were more than 20 million square meters of commercial construction projects had been ratified or verified by the government, in which the commercial office buildings accounting for a half, equivalent to the CBD at Lujiazui, Pudong, Shanghai. Therefore, we issued and report to the government that had been highly concerned by the government. The decision was made that the conrresponding organization, CBD Construction Leading Group and its Office, was set up led by a standing vice mayor to push forward the CBD projects.
Beijing CBD: Whether the development of Beijing CBD suffered from the low valley period? Mr. Ke Huanzhang: During the years of 1997 and 1998, the Financial Crisis of Asia made the foreign investors drawn for the capitals, leading to the stagnation of the CBD construction. In 2000, we drafted the report to the government in another time. In June 2000, the leading organization lead by a vice mayor was established up again. In August of the same year, the publicity of boosting up CBD construction was brought forth on Chaoyang International Business Festival, which had gained the strong support and understanding of the fellow citizens.
Beijing CBD: what are the characteristics of the Planning Proposal finally designated by the International Tendering of Beijing CBD Planning held in 2001? Mr. Ke Huanzhang: In 2000, the government pointed out that, it was crucial to make the high-level planning and design in order to construct the worldwide leading CBD. The final planning solution chosen from two times of international tendering in 2001 and last year, are very harmonious with the existing investment situation and the whole city planning principles of Beijing. First of all, as for the CBD planning scale, to construct 100 million m buildings within 4 km is consistent with the requirement of regional economic center. As far as the functions of CBD, not only the office building is playing the key role, but also the dwelling and commercial auxiliary facilities are also involved, convenience for the working staff in CBD. As for the layout of CBD, in consideration of the needs of CBD and Beijing city, the road network like chessboard is adopted, to facilitate the correlation with the old town and the whirling traffic need of CBD. In the core area of CBD, the office buildings and some hotels are in major, to highlight the urban image of Beijing. At the peripheral area of CBD, the residencies are constructed. Between the residencies and the core business area, the multi-functional mixing area including the office buildings and hotels are arranged to adapt to the dynamic development of CBD. Strengthening the virescence is also another key point of the layout, four theme parks, one theme piazza and the landscapes along the streets being composed of the CBD environment system.
Beijing CBD: During the development of CBD, we have to fact at the traffic issue, could you please talk about the traffic prospect from the point view of planning? Mr. He Huanzhang: CBD should have the modern commercial facilities as well as the most convenient communications. Our planned traffic roads are accounting for 39% with the reasonable network layout. There are four subway lines passing through the CBD area, and the subway can be reached at most 300 meters. Several bus stations are designed to provide the solution for interchange between bus and subway. After such traffic facilities are constructed, the traffic need of the future CBD can be definitely met, but these facilities need to be completed within a period of time.
Beijing CBD: Since each district of Beijing is supposing to build up the commercial circle of his own, do you think it will weaken the construction of CBD? Mr. Ke Huanzhang: This problem is resulted in the restriction of the system at much extent. There are eight administrative districts in Beijing, and each district is intended to develop the economy in his own area. Therefore, they are trying their best to create up the so-called economic growth points, and to build up the business centers belonging to himself; however, this is almost impossible. Such a super-scale international metropolis like Beijing, referring to the existing layout and the future development, the construction of the commercial facilities looks a little like Tokyo Japan. It is necessary for Beijing to set up the layout of one major and two minor business areas, that is, majoring in CBD, and Financial Street and Zhongguancun in minor. At present, only depending on Chaoyang District Government to organize and coordinate various relations is not sufficient enough. CBD is not only belongs to Chaoyang, even Beijing, but belongs to China, even the whole world.
