-Specially Interview with Mr. Li ShiXiang, Secretary of CPC Chaoyang District Committee
Beijing CBD: In terms of regional economy, how to describe your ideal CBD? Mr. Li Shixiang: I think she should become as the financial service area of the capital, the gathering ground of the modern culture, the modernized office premise where Fortune 500 top enterprises have an optimistic view, and a place with the highest economic output rate. Beijing CBD has met very rare opportunity from the point view of the urban functional demand. First of all, the economic concept of the Capital gets clear, and now we are making adjustment on the metropolis planning program, in which the Capital has been confirmed not only as the centre of the political culture, but also the key city of the important economic development. Therefore, This has provided a very good atmosphere for the development of CBD. Second, CBD itself is orientated as the modern service trade represented by financial circles. While the economy is developing fast in China, we joined in WTO to be in line with international standards. Thus, more and more worldwide financial institutions, securities, insurance and accounting firms, and trans-corporations listed in Fortune 500 have an optimistic view on this location.
Beijing CBD: The State Council authorized to build the Central Business District of Beijing in 1993, and set up the Beijing CBD Management Committee in 2000. The CBD planning program has been established for 3 years so far, how do you think of weather the current situation in compliance with the original planning program? How to guarantee the coordinated development of CBD in functions, such as the routine business handling, the commerce, the amusement and the inhabitation of CBD, etc.? Mr. Li Shixiang: The construction of Beijing CBD is strictly in line with Beijing Overall Planning Program and Beijing CBD Overall Planning Program, with the total construction area of 8~10 million square meters, in which the office buildings account for 50%, apartments for 25%, and the commercial, service, culture and entertainment facilities for 25%. As to the development projects in CBD, the governmental authorities have been carrying through the ratification procedures according to the overall planning programs, so as to guarantee the coordinated development of various functions. Up to now, there are 38 development projects, including 16 constructed projects and 22 proposed projects (land levitation procedures have been handled), the construction units are strictly observing the planning programs. I can observe that the value of this location is soaring within this short 5-years, and more and more developers are building up their own brands, making their utmost to invite the famous architects. Therefore, we can forecast that, by 2008, high buildings with the authorized construction area of 5million m are superbly standing at CBD. At that time, CBD represented by East Loop 3, will come onto stage prettily and rightly with a new image, making contributions to new Beijing.
Beijing CBD: Weather the development of CBD has entered a new stage, and what is the main task of CBD in the upcoming period of time? Mr. Li Shixiang: It has been four years since the 82nd Mayors Routine Convention determined to speed up the construction of Beijing CBD in 2000, after years of construction and industrial development, Beijing CBD has already formed the preliminary layout with the one of richest vigor and modernism; therefore we can say the development of CBD has already walked into a new phase. With Beijing Olympic Games' 2008 getting closer and the gradual implementation of WTO articles, the construction of CBD will face at the new opportunities and great challenges. The coming five years are the key period for CBD construction. Under the guidance of the municipal and the district governments, CBD should tightly grasp the opportunities and embrace the challenges,Therefore, the followed should be carefully carried out: Firstly, completely build up the modern 3-dimensional communication system focusing on the traffic construction. By the end of 2007, the construction road with the length of 30 Km should be completed, including 1 urban highway, 2 trunk lines, 6 minor truck lines, and almost 80 urban branch roads, to realize the 95.1% of the proposed construction and the 36.8% of the road coverage rate; meanwhile, the Subway Line 10 should be completed, Secondly, take the Gold Cross as the key area to preliminarily show the new image of the CBD modern community. By 2008, the modern area taking the advanced commercial constructions as the core and the living recreation facilities as the auxiliary should be built up. Finally, greatly develop the modern service trade taking the international finance industry as the locomotive. By 2008, CBD will be preliminary built up as the worldwide financial area, and the modern service trade area where it is gathering the multinational companies, the financial institutions, as well as the consultation and intermediary organizations, being as one of the highly internationalized areas in capital.
Beijing CBD: In order to guarantee the realization of this goal, what are the requirements to the government? Mr. Li Shixiang: As for the Fifth Chaoyang Business Festival, a key purpose is to build up the investment platform, which is not the concept of business invitation, but the demonstration showing the governmental investment services, to move the original office procedures onto the reception desk so as to convenient the enterprises. The formation of an industry needs the government to serve pointedly rather than the routine service. As the government of this area, we are not unrealistically optimistic, but feel the unprecedented pressure. The first stress comes from the extensive publicity that will bring much concentration. The entering of these big companies means the highly appreciation of them to this area. Therefore, as for the investment environment and the working efficiency of the government, it means an omni-directional and multi-angle test-weather you are in line with the international standards? Thus, it is a test for all the leaders, decision makers and even working staff. The second stress is on the output of this area after the investment is accomplished. The government should provide the corresponding services, especially the infrastructure construction. The third pressure is because Beijing is not a new town that can be dismantled for reconstruction. Under the premise of the overall planning program, the constructions inline with the planning program can be kept but those not in line will be renovated. Some industrial enterprises need move out of CBD, so do someresidents. How to deal with the relation between the development and reservation? Not only the constructions but also the human culture should meet the international standards, while the historic sites should be kept well. The relationship between development and stability should be well disposed.
Beijing CBD: What aspects the government should make more efforts?<BR>Mr. Li Shixiang: I think we will mainly focus on the followed aspects: First, strictly observe the planning programs. The construction of the infrastructure taking roads as the core must be speeded up. At present the traffic issue is the most highly concerned one. The roads of CBD are not sufficient on the density rather than on the width, and the 3-dimensional traffic structure is not sufficient either. There are several roads must be put into operation this years, the road behind Kerry Center should be put into use this year to realize the detour of Guanghua Road. Tonghui River North Road inside Loop 4 must be put into use completely, and now the dismantling has been finished and the planning is being done. We are carrying on the construction of Chaoyang Road in full preparation. Meanwhile, the issue of the separation of humans and vehicles in Xidawang Road is being studied. We are coordinating the linking up of the public transit and the subway in addition. Now we need systematically consider the exits of the subway, the public transits and the crossroads. Additionally, we study the 3-dimensional traffic to make the underground space planning more reasonable now. Second, foster the industries. Aiming at fostering the industries, we should strictly ratify the investment qualification, completely being in accordance with the proportions of 50% office buildings, 25% residencies and 25% commercial buildings respectively. Between the office building and the apartment with the same qualifications, the office building takes the priority of construction. Now we are encouraging to develop the cultural industry. Finance and Culture are two brands that we are trying to build up. The opera, bank and international famous brands should be assembled in the office building. Finally, create up the regional civilization. Our Local Community Committees should strengthen the civilization education for the citizens, and actively create up the learning-type communities. The spirits of humans should be integrated into the local development. We hope that the international atmosphere can be felt once you enter into the community.
