Beijing Will Come Up with Significant Preferential Measures, Compete for Multinational Headquarters

During his meeting with representatives of US enterprises in Beijing in the evening of March 17, Vice Mayor Lu Hao disclosed that Beijing Municipal Government will formulate and publicize an important document in the near future to attract multinational corporation headquarters to set up offices in Beijing, ¡°this document will embrace all the preferential polices to attract multinational corporation headquarters of other provinces and municipalities.¡±
¡¡¡¡Beijing has shown considerable prudence to the publication of this important document. According to information, news concerning deliberation of this document had already been disclosed as early as last year, while many related departments in Beijing have already participated in many rounds of discussions on formulation of this document. Detailed contents of this document are expected to be published soon.
¡¡¡¡In 1999, Beijing Municipal Government had officially publicized a document entitled ¡°Circular Concerning A Number of Regulations On Encouraging Multinational Corporations to Set up Regional Headquarters in Beijing¡±. There is no doubt that formulation and publicity of relevant active policies by the Municipal Government once again five years later has demonstrated the great determination of Beijing to speed up its contention for the multinational corporation headquarters. During his presence in a forum organized by Beijing Municipal Investment and Promotion Bureau and China-American Chamber of Commerce, Lu Hao stated the reason that this policy had not been issued in haste after many rounds of deliberation is that the Municipal Government wants to present the multinational corporations a set of ¡°practical and down-to-earth policies¡±, and hopes that foreign-invested companies will be able to seek development under a more fair and equal environment.
¡¡¡¡An interesting phenomenon is that, although Beijing can easily become the candidate of multinational corporation headquarters, it is nevertheless not always the final choice of these multinational alligators. In fact, there had been cases that headquarters of some multinational corporation had been transferred to Shanghai in the recent years. Notwithstanding, in Lu Hao¡¯s view, arrangement for selection of regional headquarters by multinational corporations is either close to economic policy formulation and supervision centers, or centers of concentration and cultivation of various kinds of high-quality composite talents, or market centers. Obviously, Beijing possesses them all. Hence, ¡°it is very appropriate that multinational corporations choose Beijing to set up their headquarters¡±.
¡¡¡¡As of last year, of the Fortune 500 world strong enterprises, four hundred had investment in China. There had been over four hundred R & D centers set up by foreign-invested enterprises in China. There were 25 multinational corporations that had set up their China regional headquarters in Beijing; while there were 137 investment companies that had set up their regional headquarters in Beijing.
