Beijing Municipal government is dedicated to carrying out a construction management system, in accordance with international practice, to seek innovative operation mechanism. A working system of impetus for CBD development has been established which is to be implemented by Beijing Municipal Government and People¡¯s Government of Chaoyang District.
Beijing CBD Construction Joint Leadership Conference
It is responsible for overall coordination of Beijing CBD planning and construction and organizing the studies on important items like the development and construction of Beijing CBD, Beijing CBD¡¯s development plan and related policies. The Standing Deputy Mayor of People¡¯s Government Beijing Municipality concurrently holds the position as the Chairman of Beijing CBD Construction Joint Leadership Conference.
Beijing CBD Administrative Commission
It is an administration organization in the CBD area set up by People¡¯s Government of Beijing Municipality. The People¡¯s Government of Chaoyang District is entrusted to develop, construct and manage Beijing CBD on behalf of Beijing Municipal Government.
The commission is in charge of formulating development plans and related policies of the CBD, drawing up detailed plan of the CBD, examining and approving the developing and constructing projects of the CBD and regularly organizing the Joint Leadership Conference, and implementing related decisions made by the Join Leadership Conference.
Mr. Shu Wei, Deputy Governor of Chaoyang District, acts as the Director of the Commission. There are four sub-divisions under the Committee: Division of General Affairs, Division of Planning, Division of Construction and Division of Development.
Beijing CBD Investment and Service Center
Full services offered to enterprises in the CBD area include investing, consulting, advertising, cultural exchanging, meetings and exhibition, soliciting, planning and transportation consulting, architecture designing, property management, commercial services and state-owned assets operation and management.
Beijing CBD Coordinating Groups
There are five coordinating groups under the Joint Leadership Conference, namly Planning Coordinating Group, Project Coordinating Group, Construction Coordinating Group, Funds Circulation Coordinating Group and Expert Consultation Coordinating Group.
These groups perform their duties respectively to set up construction projects in CBD area, to study projects¡¯ feasibilities, to examine and approve investment plans, to plan, control, examine and approve construction projects, to raise and use construction funds for infrastructure facilities and other important items.
All groups provide efficient and convenient services for investors with ¡°one-window¡± form so that examining and approving procedures are simplified.
